Are you familiar Lucy Calkins' Units of Study for Primary Writing? I've included a link if you're not. It's kind of pricey, but cheaper copies can be found. I'm not a big proponent of "programs" but Lucy's got a good thing going on here. Aside from having a good plan like Lucy's to work from, if I were king of the jungle, I'd want kindergarten kids to write every day in a writer's workshop format, writing about their own lives and chosen topics.
